arborvitae turning brown from ground up

We have a row of AV planted 10-12 years ago that are now 15 feet tall. All of the plants have turned brown from the ground up to a height of 5 feet or - every one of the plants - they are very uniform. I do see some new green growth in the brown area, but not as thick and lush as further up the plant. Is this a symptom of insects or disease ?

Arborvitae do have the ability to generate new buds and growth when needles have been damaged. Bad winters and or poor summers can impact the health easily. Not a disease or insect typically. Suggesting you contact your local extension office for more local focused help. Be sure to water in times of stress, even though they are older plants.
