Purple wintercreeper

We garden at our high rise senior community. On the 6th floor terrace we have a 150 foot long raised bed. Staff has given our group a large section to place cutting flowers both annual and perennial. It is now covered with Eunoymus Fortunei Coloratus. it has been in place three years. A leading member of our group thinks we should just plant in between this!..Won't that inhibit the perennnial plantinss. I would like to dig it out and give it to someone to plant on a hillside etc. What do you recommend?

The Coloratus will provide some winter visual interest if a portion of the plants are left to grow. Whatever perennials you plant will need to be ale to out compete the Coloratus nearby. You will also need to plant the more winter hardy perennials if the planter freezes solid during the winter. Coloratus will tolerate some hard pruning and in that way it could be kept in check.
