linden tree

We have a Linden tree that still looks dormant. It is 14 years old. Buds are all over and a few have opened but they look brown. When breaking a small twig it is rubbery and green insdie. There are tons of suckers growing up from the roots as green as ever. Usually this trees is in full bloom in May and it is now almost the middle of June. And it looks like a tree in Decemeber. Please help, I am not sure what to do. Thanks

If it doesn't have leaves by now, chances are it is not going to grow. The green twigs indicate that there is still some life but no foliage in the middle of June probably means that the tree is dead. Even if it did leaf out partially, it would be stressed and not make it through the summer. You could call an arborist to take a look at it, but it sounds like it needs to be removed.
