I have just discovered a milky-white "spit" on my bush's leaves. Any idea what it might be?

It could possibly be spittle bug. The nymphs make bubbles out of a liquid they secrete. This foam protects them from predators, temperature extremes, and keeps them from drying out. Unless there are huge numbers, there is no need for control since they really don't do much damage.
