I am going to cut down & replace my magnolia tree which is infested with white scale and also has grown to be too tall and quite leggy. Will the white scale infestation remain in the dirt and will it affect the planting of a new tree...not necessarily a new magnolia

Magnolia scale needs a living host to exist, so removing your existing tree eliminates its food source. Scale cannot exist in the soil and you should be fine. To confirm or expand this explanation, contact your local extension office for a local response.
