I am a Master Gardener with the Carroll Co U of I Extension, have a Bradford pear with leaves that have chocolate brown spots on them that go thru to the back side. Is this a rust, or Cedar Quince rust, would appreciate any suggestions. thank you.

This could be bacterial blight (different than the usual Fire blight bacteria found on new tender twigs). The weather has promoted both fungal and bacterial diseases this season. Blight impacts leaves first and then can damage the twigs the leaves emerge from. You would need to confirm or deny this with a sample to the University of Illinois Plant Clinic: http://web.extension.illinois.edu/plantclinic/
