Arbivitae damage

we have 30' arbivitae and they are beautiful. Came out one morning to chewed off branches about half way up the tree. What do you think caused it as I don't think it was deer, because it's to high up. How do we prevent this from happening to the 10 other trees we have. How do we repair it? I wish I could send pics, as it it heart breaking.

Deer will stand on their hind legs if they want to reach food. Squirrels could be doing this. they will gnaw through a branch, causing it to fall to the ground with the expectation that the branch has nuts, berries, acorns, etc. If the branches are just broken and hanging, then suspect raccoons having climbed through the folage
