is it safe to use this fertizer on Peonies and hydrangeas?

Controlled or timed release fertilizers are designed to dispense nutrition over a period of time. Common rates are over a 3, 6 or 9 month length of time and are often water activated by rain events or by watering. These products are usually applied in the spring of the year so the plants will absorb the food while actively growing and still have time to harden off to survive cold weather (Midwest and North and East Coasts). I would expect that any products sold in your area are suitable for your growing season.

12-8-10 would be safe to use on your Peonies and Hydrangeas. The 3 numbers reference Nitrogen, Phosphorus and Potassium, so you would be providing a balanced complete fertilizer.
