What to plant at elevation

I live at 6200 feet in the Sierra Nevada. I want to plant a bush or tree that will grown 10-12 feet to provide screening from our neighbor THe area receives filter sun as we have pines all around. I would like it not just be tall but wide also The local nursery suggested dogwood or maple. Any thoughts? And when would be a good time to plant it?

This question is best answered by your state extension service as Illinois is pretty flat when it comes to topography. Local garden centers and retail nuseries is as you mentioned a good resource as well. A large shrub or small multi-stemmed tree would be good choices.
