Burning bush tree

My burning bush didn't produce any leafs this year, rabbit had eaten some bark off lower steams. There's minor growth at bottom of tree. ( it looks like new growth) Should I cut steams and leave new growth to began?

If there were no leaves on the stems, chances they are dead from the rabbits damaging the bark. At this point you should cut the dead wood back to the new growth and let that take over. This winter, consider putting wire cages around the plants to prevent further rabbit damage.
