Our soils are clay loam to silty clay loam. How would you recommend that we keep our garden soil loose after working it with a regular garden tiller?

You can keep improving the soil by adding organic matter such as compost, animal manures, decomposed leaves etc. A 2+ inch layer added each season is extremely beneficial for building up the soil tilth. There will naturally be soil compaction after tilling but it can be reduced by minimal walking - staying on pathways to plant etc.
