None of the maple trees in my or my neighbors yards have had any helicopters this year. They aren't just (very)late, I can't see any hanging in the trees either. I also didn't notice any cotton this spring. There aren't any cottonwoods on my block but we usually get a little blowing, and I see it on walks. This year, nothing. These things are usually a nuisance, but it seems a bit concerning.

As wide spread as you describe, this is most likely environmental, and out of our control. It is in the DNA of plants to create flower buds every year. If at a vulnerable time in the spring, cold weather could have killed the flower buds and left the more winter hardy vegetative buds to grow.
