Twisted willow

I have a twisted willow that has some dieback from the winter weather. My arborist wants to prune out the dead wood and thin out and shape the tree in late august/early september. Will thinning the tree in late august or september cause new growth or make it more susceptible to any damage in coming winter?

Pruning in August or September should not encourage any substantial new growth just before winter. Dead wood can be removed anytime. Thinning the canopy should make it less prone to wind damage.
