Only one of three of my Cardinal Dogwoods has any blooms. Is there a male and female?

The Cardinal dogwood shrub does not have male and female plants. Plants decide to bloom as they mature. Plants that are vigorous growers, will mature later. Over fertilization will also delay flowering.
