Variegated leaves

the leaves on my Lilac shrub are becoming Variegated. Yellow on outer edge, green in center. My soil is very sandy, living on the shores of lake erie. I was thinking of add a bag of manure to the soil around it.

Sandy soils do not retain or contain nutrients very well. Your description sounds like nutrients are only moving into a portion of the leaves as a result of limited availability. Organic matter is a good source, so manure is a good amendment. Consider feeding them a commercial fertilizer as well to get things back to normal. the organic matter will catch up.
