Sago Palm can be a long lived plant, yet would not consider it a typical tree by any means. Sago palm grows with a very characteristic pattern from the top. At first there is no trunk, as the leaves continue to be produced and lower ones naturally die, a trunk of sorts does develop. It would be hard to easily classify as one or the other. You might contact your local extension office and get a more localized and focus reply to your question.
