Does the Univ. of IL. Ag. Extension provide services that would send out a representative to view and evaluate lawn/shade tree problems in a condominium community? Our current landscaper would like to remove 3 mature trees to allow more sun to reach the grass (that is almost non-existent now due to shade and lots of exposed tree roots) As a board director I would be interested in having a second opinion.

Lack of sunlight is the most common cause of a general decline in turf. Other considerations besides or before removal would be crown raising (limbing up) the canopy to allow early morning and or mid late afternoon sun reach under the canopy. Another consideration is if there are perimeter plantings that could be properly pruned back to all that same sunlight in. Do you need to remove all three? you might consider locating a consulting horticulturist who has no economic interest (other than the fee) to consult with your HOA.
