Wilting pepper plants

Watering all green pepper plants the same. One is extremely wilted, no signs of bugs or spots on leaves. What could it be?

Could be just a poorly developed root system. Examine at the soil line for cut worm or other feeding damage. Provide some temporary shade to see if that changes the wilting pattern If there is no change, gently dig up the plant and look at the root system. If roots are brown vs. white or crown is brown, perhaps a root rot. best to remove from the garden.
