A branch of my hibiscus keeps dying off.

Sounds like there is a canker at or below where the foliage/branch is failing. A canker impacts the cambium layer just below the bark, this prevents water and nutrients from flowing upward. If you can find that spot, prune below that to remove the declining branch. It could also be caused by cold weather damage. treatment is the same
