replanting in drought

we have some arborvitae that seems damaged and and an evergreen that is simply weak and very skinny. We want to replace them. What are your thoughts at this time during this year's drought? What is the ideal time for planting?? The evergeen is completely shaded - will replacing it with a healthy 5 ft one allow the new one to develop??

Do not replant till early spring. also arborvitae and most other evergreens do best in full sun. For light to moderate shade, consider hemlock (large tree when mature) or a yew (needs good soil drainage).
