I have Echinacea that I need to move now (August) to another location in my yard. Is it safe? How can I ensure that the plants survive.

You are moving them at the wrong time so expect many to die. To try and save as many as possible - cut off flowers, move with as much UNDISTRUB soil around roots as possible, water well - keep moist but not wet till they reroot.
