Red dogwood bush pest

Small white worms have almost totally destroyed all the leaves on the plants. What is the defense? Will they recover? I have knocked them off twice but they simply return with enthusiasm

Cannot say for sure, yet possiblities would be a sawfly larvae or larvae from a beetle feeding on your plants without the preferred choice of another plant it prefers.

Depending on the type of worm, Bt may work. Alternatives would be any insecticide that impact the digestive system.
