Climbing Rose

My climbing rose is on its' 3rd year. I would like to transplant it. When can I do that and is it ok to prune it to a manageable size for transplanting? It is a "New Dawn" rose. Thank you.

You want to move while it is still dormant so do it soon and yes you can prune it back. Make sure the new site is full sun and has good drainage.
