Contractor reseeded and put straw with netting. We want to add more seed. Can we put a ton on top and hopefully some will get through

In order for grass to germinate effectively, it needs to be in contact with soil. Dumping seed on top of the netting/straw will be futile and most likely will be a waste of seed.
