Show me the inhouse written rule, when offically passed and details under the FOA that says an Illinois permitted Wildlife Rehabilitator may not accept the orphaned baby bats or orphaned baby skunks from the public. We work under ILCS520 which states all species, the same as the roadkill experts. I have several training certificates concerning the care of RVS. These two species are eliminated for care on our permits. I want see the written Rule.

ILCS520 5/1.3 states that the Illinois Department of Natural Resources shall have the authority to regulate the taking of wildlife with the administrative rule process. Administrative rule 520.30(b) states that a wildlife rehabilitator permit is valid for only approved salvage stated on the permit. The Administrative Rule can be accessed at the following link: http://dnr.state.il.us/legal/TableofContents.htm

The reason that young bats and skunks may not be cared for by licensed wildlife rehabilitators is due to the potential risk of rabies.
