Odd Brown Rodent

I travel between Kenosha, WI and Buffalo Grove, IL daily for work. This week there have been numerous dead dark brown rodents with short tails on the side of US 94. They do not appear to be any native species and they also seem to have been dumped all along the road for at least the 30 miles stretch I travel daily. I have seen up to 12 identical animals on this route. Most are on the inside median on the North bound lanes, which are all under construction. I have not seen any similar animals along any surface roads in IL or WI. They appear to be 8-12" in length and might weigh around a pound. Very rodent like with lighter under belly and dark mahoganey brown coat. What might they be?

I think they were dumped due to the frequency pattern and similar placement all along the highway. Most do not look like they were hit crossing the road. It seems very odd to me.

Given the description of the animals, the number that you have seen, and the time of year, I would think that the animals that you are seeing on the roadside are probably muskrats.
