Is a person required to have a permit to trap a racoon or opposum with a Have-a-Heart trap? Also, is there a requirement as to how often the trapper must check these traps? If there is could you provide me the cite to the law? Thank you.

Yes, a permit is needed when trapping raccoons or opossums. The permit is free and is issued by an IDNR district wildlife biologist. It is at the discretion of the biologist whether or not the situation warrants the issuance of a permit. Traps must be checked at least once per day.
