Retention Pond Lilly pads

covered and the last of the three ponds is about 50% covered now. We have gone to the Frankfort Square Park District and asked them to remove these lilly pads ass they are unsightly, have killed of the fish in the ponds, they smell bad and the ponds have become a breeding ground for mosquitoes.

We were told that they will not remove them or dredge the ponds. We just don't understand that it's part of nature to have mosquitoes and if we didn't like the way the ponds looked it was our problem.

Somehow after having ponds that were clear of lilly pads and open water for over 10 years these last 3 years just don't see right.

What do we do and who can we turn to for help here?
