Is it legal to mount a flying squirrel if it is found dead in Illinois?

According to the Law Enforcement Division of the Illinois Department of Natural Resources, only scientific, educational or zoological institutions with the appropriate state and/or federal scientific collector's permits are allowed to be in possession of flying squirrel mounts or similar non-game species mounts.
