Retention Pond

Our subdivision (24 duplexes) has a retention pond that is app. 3-4ft deep. We have been treating with chemicals to keep algae down. Due to several of the homeowners complaints, the cattails and other vegitation was removed. There are weeping willow trees near the pond as well. It has been recommended that aeriators be installed to aleviate the algae, but over time I feel the pond will fill up and there is no good way to maintain it. I am looking for suggestions as to how to keep the pond "healthy". It has been suggested that we could use duckweed or hornwort (ceratophyllum) to help reduce algae and reduce nutrients. Any suggestions would be appreciated
