A neighbor is feeding wildlife (including ferrel cats) and the neighborhood is being overrun with raccoons. Isn't it illega ?

It is illegal to feed deer in Illinois. It is legal to feed other types of wildlife such as birds. The Illinois Department of Natural Resources lists the full guidelines in the Digest of Hunting and Trapping Regulations available at: http://dnr.state.il.us/admin/digest/ see pages 7 & 8 in the digest (listed as pages 11 &12 pdf).
