Chipmunks in downspouts

Hello, I suspect that I have chipmunks in my downspouts. I have seen them run into them, and I believe that they are plugging up the downspouts (when it rains, there's a waterfall out of the gutters and little coming out of the downspout. The gutters and soffits were replaced last year).

Would chipmunks build a nest inside a downspout or gutter? I have read that they can climb up the inside of a downspout and get into the gutters. Our gutters are covered and so would be a good place for a nest or seed storage.

Is there a good solution for excluding them from the downspouts?

I would not be surprised to find chipmunks in the downspouts. While there could be a nest, I'd suspect they are probably caching food in the downspout. First, you'll need to make sure there aren't any chipmunks in the downspout or gutters. And then I'd try making an exclosure of hardware cloth around the opening of the gutter. The fit will have to be tight so that they don't squeeze through any small gaps.
