Since monkeys are not native to Illinois I needed to check with the Illinois Department of Natural Resources to get an answer to your question. They provided the following information:

The following Public Act prohibits any primates except as identified in Sec. 1:

This rule does not go into effect until January 1, 2011, but the importation application process requires 30 days in advance. Importation permits are required if purchased outside the State of Illinois. If you want to proceed with the permitting process please let me know and I will direct you to a contact person in the Illinois Department of Natural Resources Wildlife Division.
