In Illinois, hawks are protected by state and federal law. So you should not try to get the hawk to leave its territory. However, you can rest a little easier knowing that the hawk is not likely to be a danger to your daughter's dog. The animals they normally take (mice, voles, and squirrels all weigh less than 2 pounds and even rabbits typically weigh less than 4 pounds) are much smaller than your daughter's dog.
