Designated wildlife water retention

Hi I live in Elgin in a condo complexknown as West Ridge Village off of Highway 20 just west of Randall Road. I am a new board member for our condo association and we are trying to determine the state's requirements as well as our requirements (or what is allowed) relative to access to a large water retention pond that is posted (no mowing beyond X point) by the State of Illinois (we think) and obviously designated for water fowl. This pond sits on the outer rim of our complex and in an area where the wind blows any and all garbage into. We want to do a clean up, but before we do anything, we are trying to make sure that we know what we can do versus what others are expected to do (and how often) and the specifics about any limitations. For example, could we put a rubber raft in it to go out and collect garbage. Your assistance is greatly appreciated. If I come to the wrong place within the state, please help direct me to the correct place. Kris Miller
