My mother lives in rural IL. A tame deer, although not a white-tail, has been hanging around her house. She thinks an unfriendly neighbor had it penned up for years (without a permit). The neighbor has 3 dogs that seem to search out the deer on her property. She doesn't mind the deer on her property but worries about the dogs and the winter. What are her options?
