Brown Rat?

We have a single animal which is feeding under the bird feeder - it comes out of the hosta and runs back in if you get too close. It looks like what the web calls a brown rat (10" + 10" skinny tail). It doesn't seem to be nocturnal though and I never see more than 1 and its never near garbage (enclosed containers for all Evanston). It coexists with squirrels and chipmunks under shepherds hook, baffled feeder. Its been around a couple of months. Is brown rat the most likely ID or is there anything similar? Is it a problem - we have a cat? This is the 1st year I've ever seen one. Thank you.
