Fox or Coyote?

We saw a mangy looking animal that appeared to be a small dog at first, but it was not a dog. It had a striped tail, an orange/brown coat, a pointy snout and pointed ears. We can't figure out if it was a fox or a coyote.

Foxes and coyotes are both susceptible to mange. A striped tail makes me think raccoon. But an orange/brown coat could be either coyote or fox. Fur color can be quite variable. Without a photo or better indication of the size of the animal I can't provide an accurate ID.
