wild turkey capture/release

The rural area that includes our 26 acre homestead in southern Will County is ready for the re-introduction of wild turkey. How do we go about doing so? Does the state have a program available to do such? How does a private land owner go about getting their acreage/property designated as a soil-water-wildlife conservation area?
