Otter sighting?

Is there any chance there are otters in the Fairview Heights Illinois area? Just 10-15 miles east of St. Louis Mo. Just saw what had to be an otter or ferret? on the side of highway 159 just north of Fairview heights il. Was standing up on its hind legs with a tall skinny body. Very dark brown almost black.

It is possible. Depending on the size, it might also have been a mink or a weasel.
