bee or wasp

I went outside this morning and found 6 sandy hills between the grass and sidwalk where some wasp or bee has dug and apparently made a nest underground. I did see one, it looked like a bee or wasp, about 2-3 inches long and about as big as my pinky. Any idea what it is or how to get rid of it?
