Someone in my neighborhood has a cage in his backyard and twice I have seen a squirrel in the cage, but I have not been able to see what he does with it. Is it legal for him to kill it? It bothers me to see this animal trapped this way.

To legally trap wildlife on their property they would need a permit from the Illinois Department of Natural Resources. The permits are issued by a district wildlife biologist. If your neighbor has a permit, then yes, they can legally trap and kill (humanely) the animal. No animal is to be left in a trap for more than 24 hours.
