Is it inhumane or illegal to place a noise making device in front of a goose nest where the mother is sitting fulltime during the incubation period?

Unless they have a permit, no, it is not legal to harass a Canada goose while it is sitting on its nest. The adults, eggs, young, and nest are protected by state and federal laws.
