skunk in "humane" trap

My neighbor has a so-called "humane" trap that has had a skunk in it since 8/28. I have called 311 twice to report it (8/29 & 8/30) and also reported it online (8/31). I have also reported to Chicago-area Anti-Cruelty (8/31). No one has come out (b/c of the holiday weekend? The skunk doesn't know it's a holiday weekend). The poor thing has been in there w/no food or water but as of tonight is still alive because I can hear it moving. If I could figure out how to open the trap w/a rake from a distance I would do it (it is on their side of a fence that abuts my property) but I can't. Can someone come out and release the skunk (if it is savable at this point) and confiscate the trap? A Cantonese interpreter would be helpful; neighbors are elderly and speak little English. I hate going to bed every night and hearing this poor creature suffering and struggling just feet away. You can release it my yard if you want to. But even euthanasia would be preferable to what it's probably experiencing.

I called the IDNR district wildlife biologist in that area. He's going to have Animal Control come out to get the skunk. Please e-mail me at lkammin@illinois.edu to let me know when they pick up the skunk.
