Protocol for stranded deer

Can you tell me what the protocol is for a conservation officer, when an adult deer is found on an iced body of water, and can't get itself back to shore? Is it supposed to be assessed to see if it is sick or healthy, severely injured or merely stuck out on ice & needs help to shore? Can it be roped in to shore & released? Or is it automatically shot dead?

If there are resources and manpower available, the deer could be brought back to shore. It is my understanding that it is the CPO's decision on how to handle each situation. I am guessing there was such a recent situation?
