feeding wildlife

How do I report a neighbor who keeps feeding wildlife. Who do i call? He pours piles of peanuts or birdseed not only on his front walk and backyard under trees but puts out food scraps, whole chickens etc. in the common area of our community. we have a coyote, raccoons, skunks outside even in the daylight looking for food. Sometimes it is chancy going to the mailbox and I certainly don't want to disturb a skunk.

It isn't illegal to feed wildlife in Illinois, other than deer. But this sounds like a case that is well-past typical bird feeding. Feeding wildlife other than birds often leads to problems, both for people and for the animals coming in for an easy meal. Putting out whole chickens is sure to cause trouble eventually.
