Rabbit populations fluctuate pretty widely in response to the number of predators. More owls. hawks, coyotes, and foxes mean fewer rabbits. Then with fewer rabbits around to eat, you get fewer predators and the rabbit population rebounds. But it could also be caused by a change in habitat (has there been a lot of development in your area?) or severe weather can really cut into the numbers of rabbits.
