I have taken in a baby mallard, it got lost from its mom and reunited with her the next day a baby racoon, reunited with its mom, and also a baby field mouse, which I still have in a habitrail. How do get a wild life permit in the state of IL with out being told, I will be fined 10,000.00 if I keep and put back out in the wild. We have 3 acres on a creek that runs into Lake Michigan!

You would need a wildlife rehabilitator permit. Call Brian Clark with the Illinois Department of Natural Resources at 217-782-6431 ext. 5 and he can give you the details.
