Baby Raccoons

My neighbors were doing construction on their garage roof for the past three days. Yesterday, April 18th, they discovered two infant raccoons. They are still blind and have no teeth. I placed them in a shoe box, with some warm water bottles, and placed them near their previous den over night to see if the mother would come back. The box remained undisturbed. Today I called up as many as 10+ wildlife rehabilitators in the directory but some were retired, some said that they did not take in raccoons etc. I was directed to provide small dosages of pedialyte/KMR--which I have done and have also managed to help the babies discharge urine/feces. I called 311 but they have not come nor will they provide me a time when I can expect them. I am very nervous/sad about these baby raccoons. Can I be directed to a wildlife rehabilitator that can definitely take these baby raccoons in?

The wildlife rehabilitators are swamped at this time of year. Did 311 come out? Are the raccoons still there?

311 never came but I took them to a shelter in Chicago Ridge that took them in on Monday. Thank you for your response.
