Canadian goose with leg problem

There is a Canadian goose at Bird park in Kankakee with foot either missing or caught up in spinner as another person observed at the park. Is there any way to get him help? I've seen him there for a few weeks now and tried calling a person on this website weeks ago as well as local animal control.
